the pc i built wont turn on, i turn on the power supply and the fan for it starts whirring, and it emits a high pitched noise

its the PSU i need to replace right? theres no power going to the motherboard

try starting the psu without anything plugged in by shortening the green with a black wire tbh.

Blaming the PSU for power issues is a good start, but if you have spare PSU available, plug it up with your system board and see if there's any change.

If the PSU is what's screaming, replace it.
